Minister for Finance, Jack Chambers, announced this in today’s Budget. Women prescribed HRT could save between €360 and €840 a year, as these treatments usually cost between €30 and €70 per month.

This free HRT initiative is part of a larger €35 million investment in women’s healthcare. Starting from January next year, the government will cover the cost of HRT products, including medicines, patches, and devices like coils. Fine Gael Senator Maria Byrne said this move shows the government’s commitment to women’s health.

“I raised this issue last week in the Seanad, and I’m delighted to see this measure has been introduced,” she said.

HRT is used by many women to relieve menopause symptoms, which can be debilitating for some. Currently, HRT is free for medical cardholders, but women without one have to pay between €30 and €70 a month.”

She added, “Budget 2025 shows Fine Gael is committed to delivering a clear path for the future of our health system, ensuring better quality of life for women across the country.”

Health Minister Stephen Donnelly has been focused on improving women’s healthcare, with previous budgets funding free contraception, fertility services, and treatment for menopause and endometriosis.

The coalition’s Women’s Health Action Plan has already led to improvements in primary care and specialist treatments. Under the plan, six specialist menopause clinics have opened to treat women with more complex symptoms.

Loretta Dignam, CEO of The Menopause Hub, said that free HRT will be a lifeline for many women, especially those struggling at work due to symptoms.

“Offering free HRT will provide relief to thousands of women dealing with anxiety, hot flushes, and insomnia from menopause,” she said.

“This move, during Menopause Awareness Month, sends a message of support to women and could help stop the menopause drain of skilled women leaving jobs due to their symptoms.

“Free HRT will also ease the financial burden for women, many of whom have been paying for these products since puberty. Now, they can focus on improving their daily lives without the worry of affording €30 to €70 a month.”

Loretta added that a next step could be free mid-life health checks for women aged 45 to 64, which would catch bone and heart issues early and save the state money on treatments for conditions like osteoporosis.
